Peter Hicks

Peter specialises in managing Special Purpose Vehicle (SPV) companies established to develop, operate and maintain infrastructure assets.

His recent achievements at Leighton Contractors, include leading the two winning proposals for Brisbane’s North-South Bypass Tunnel and Defence HQJOC.

He joined Leighton Contractors in 2000 after managing, delivering and maintaining infrastructure in various roles for the NSW Government, including head of surplus Government lands rezoning unit, lead negotiator Penrith Lakes Scheme, General Manager NSW Rail Assets, General Manager NSW Rail Operations and Group General Manager Freight.

Peter is a former Board member of the Australian Council for Infrastructure Development and a current Board member of the Westlink M7, RiverCity Motorway, Praeco (Defence HQJOC) and several not-for-profit Boards.

David Lovell

David has 15 years experience with Build Own Operate (BOO), Build Own Operate % Toll (BOOT) and Public Private Partnership (PPP) infrastructure projects and project financing.

Since joining us in early 1997, David has worked on many private infrastructure proposals in road and rail transport, water, power and telecommunications. He also played a key role in selling infrastructure assets to institutional investors and in our acquisition of existing infrastructure assets.

David previously held senior positions with Transfield, Amro Australia Ltd (Merchant Bankers), Bank of Tokyo Australia Ltd and Australian International Finance Corporation Ltd (associated with ANZ Bank). He also held an academic position in Accounting and Finance with the University of New England.

Thao Oakey

Project Director

Thao is an experienced project director with over 12 years in the infrastructure industry, with a proven track record of managing large consortiums and transactions where private finance is used to deliver an optimal solution.

Prior to joining us in 2005, Thao was a Senior Vice President within Deutsche Bank’s Global Corporate Finance division where her experience spans across a variety of sectors including toll roads, utilities, resources, telecommunications and airports. During this time, she was an adviser to the Hong Kong SAR Transport Department, in relation to restructuring their three cross harbour toll roads concessions.

Since 2005, Thao has played a key role in a number of projects sponsored by Leighton Contractors including its successful bid for the concession to build own operate and transfer the $3b North South Bypass Tunnel in Brisbane. Thao is also responsible for managing a number of our current investments, including being an Alternate Director on the Westlink M7 board.
